Civic Compass for Regional Resilience and Future Confidence

The Ida-Viru Future 2050 Programme is a civic initiative aimed at supporting and empowering local residents, young leaders and community actors in shaping a long-term vision for Ida-Viru County by the year 2050. The programme was launched in response to the region’s complex socio-economic challenges and opportunities, especially in the context of the ongoing structural transitions.

The overarching goal is to develop a forward-looking, community-driven vision that includes practical policy recommendations and innovative solutions to help the region navigate change, promote resilience, and strengthen future security.

Over the course of 2025, the initiative group worked closely with local communities, experts and stakeholders to discuss regional realities and aspirations. The participatory process included training seminars, public discussions, study visits, expert briefings, and consultations across sectors such as education, enterprise, culture and governance. More than 120 ideas were collected from local residents, forming the basis of the emerging vision.

A key milestone of the programme was the first open forum “Ida-Viru Future 2050”, held on 12 December 2025 in Narva, under the title “A Civic Compass for Building Resilience and Future Security in Ida-Viru.” The forum brought together a broad spectrum of participants from Estonia and abroad who share a common interest in the region’s development.

The forum showcased perspectives from international research on peripheral and transition regions, emphasising how shifting attitudes and local pride can support demographic stability and improved quality of life. Presenters highlighted the need for inclusive participation, cross-sector collaboration and a positive narrative about the region’s multicultural identity and future opportunities.

The vision document being developed through this programme is intended to serve as a guiding framework for policymakers, local governments, civil society and residents. It reflects Ida-Viru’s specific realities and long-term ambitions, while aligning with Estonia’s broader goals for sustainable development, security and democratic resilience.
